국가정보원은 터키에서 실종된 김모(18·서울 금천구)군이 수니파 무장 단체 '이슬람국가'(IS)에서 훈련을 받고 있다고 최근 공식 확인했다. 영국에선 10대 소녀 3명이 IS에 가담한 것이 확인됐다. 인질을 참수하거나 불 질러 살해하는 동영상을 살포하며 전 세계를 충격과 공포에 몰아넣은 IS는 요즘 국제사회 '공공의 적'이다. IS의 실체는 무엇이며 세계 젊은이들이 여기 가담하는 이유는 무엇일까.

IS의 전신은 '유일신과 성전'이다. 이 단체는 1999년 요르단 출신 아부 무사브 알 자르카위(Abu Musab Al Zarkawi)에 의해 결성된 수니파 극단주의 집단이다. 정치범이었던 자르카위는 본래 늦깎이 무자히딘(아프가니스탄에서 소련에 맞서 싸웠던 이슬람 전사) 출신이다. 자르카위는 2006년 사망했지만, 이 집단은 알카에다 이라크(AQI) 등으로 여러 차례 이름을 바꾸어 활동하다가 2014년 IS로 명명했다.

결성 초기에는 주로 이라크 내 시아파 공격 등에 집중했다. 별로 눈에 띄지 않는 지역 무장 집단에 불과했다. 결정적 변화는 2003년 이라크전쟁 이후 일어났다. 미국과 싸우면서 존재감을 드러낸 것이다. 사담 후세인 밑에서 요직을 맡다 쫓겨나 투옥된 수니파 군인, 경찰 등이 가담하며 투쟁 노하우가 쌓이고 조직은 커져갔다. 이념과 복수심으로 뭉친 이 집단은 잔인한 극단주의 노선을 통해 내부 결속과 대외 선전을 이끌었다. 최근 이들이 벌이는 잔인한 살상은 어제오늘 일이 아니다. 이들은 2004년 김선일 참수 사건의 주범이기도 하다.


 IS와 알카에다

무엇 때문에 이렇게 격렬하게 싸울까?
IS의 궁극적인 목적은 632년 시작된 중세 '영화로운 칼리프의 시대(칼리프 라시둔)'의 복원이다. 무슬림들은 이 시대가 역사상 가장 이슬람 원리에 가까웠다고 여긴다. 지도자 합의 추대, 평등주의, 확실한 신념 등에 기반을 둔 이슬람의 폭발적 확장도 바로 칼리프 시대에서 시작되었다. IS는 칼리프를 자임하는 44세의 지도자 아부 바크르 알 바그다디(Abu Bakr Al Baghdadi) 1인 통치체제로 알려져 있다.

왜 그 시절로 돌아가고 싶어 할까? 무슬림들은 근대 이전까지는 이슬람 세계가 서구 기독교권을 문화적으로 압도했다는 믿음이 있다. 내내 우월하다가 단지 산업혁명에서 한 번 뒤처지면서, 유럽의 식민주의에 수치를 당했다고 믿는 것이다. IS는 이러한 심리를 간파, 이 부조리를 해결하기 위해서는 전격적 투쟁으로 가장 이슬람다운 시대를 일거에 이루어낸다는 목표를 설정한 것이다.

IS는 이슬람의 찬란한 시대를 복원하기 위해서는 이교도와의 어설픈 협상이나 공존은 금기라 믿는다. 오히려 철저한 이념과 힘에 의지해서 적을 섬멸할 것을 주장한다. 목적을 위해서는 살상이나 가혹한 처벌 등 어떠한 잔인한 수단도 제한 없이 사용할 수 있다고 믿는다. 다수의 무슬림은 사람을 무차별하게 살상하는 행동은 이슬람과 관계가 없다고 비판한다.

조직과 전략은? 왜 사람들이 몰려드나?
IS가 나름 중세 칼리프 시대의 모양을 갖추고 국가 수립을 선언하다 보니 여기에 혹한 사람들이 관심을 갖고 지켜보기 시작했다. 같은 극단주의 집단인 알카에다만 해도 비밀리에 활동하는 집단이라는 느낌이 강했지만, IS는 어쨌든 스스로를 '국가'라며 치고 나오니 파급력이 더 커졌다. 그렇게 해외에서 몰려든 사람들, 소위 해외 테러 전사(Foreign Terrorist Fighters·FTF)들이 90여 개국 1만5000~2만 명에 이르는 것으로 추산된다.

도대체 왜 젊은이들이 해외 각처에서 몰려드는 걸까? 혼돈과 무기력의 시대에 좌절과 염증을 느끼는 소위 '외로운 늑대'들은 선명한 폭력 투쟁에 가담함으로써 스스로의 존재감을 확인하고 싶어 한다. 이들은 구체적으로 눈에 보이는 나라, 즉 재현된 중세의 신비한 이슬람 국가를 행선지로 삼고 시리아행 짐을 싼다. IS는 이러한 심리를 포착, 이슬람의 역사와 연계된 수사학을 이용하여 선전을 구사한다. 해외에서 가담하는 이들은 '무하지룬' (Muhajirun·이주자들)이라 불리며 영웅처럼 묘사된다.

한편 IS의 인터넷 SNS 사용 능력과 감각은 혀를 내두를 정도다. 인터넷과 미디어를 완벽하게 이해하는 이들이 세련된 디자인의 동영상과 웹진을 뿌려댄다. 전 세계 어디에서도 내려받기가 가능하기에 이들의 선전은 누구에게나 쉽게 다가갈 수 있고, 누구와도 접촉이 가능하다. 능수능란하게 인터넷을 사용하며 잠재적 지하디스트(이슬람 성전주의자)들에게 다가가 포섭을 시도한다. 완연히 새로운 현상이다.

하지만 IS는 국가가 아니다. 정통성 없는 테러 집단에 불과하다. 국가의 정통성은 국민들의 자발적 지지로부터 나온다. 현지 주민들은 기존의 이라크와 시리아 정부의 차별과 탄압, 학살로 인해 다른 대안이 없어 극단주의자들에게 복종하고 있다. 그러나 중세를 지향하는 시대착오적인 이념으로 21세기 국가를 건설, 통치하기란 불가능하다. 다만 지금은 IS가 가진 자금, 화력 그리고 현지 정세의 혼란 등으로 인해 이들이 활개 치고 있다. 관건은 IS 치하에 있는 주민들에게 안전과 복지를 제공해줄 수 있는 제대로 된 정부 존재 여부에 달려 있다.

탈레반의 여성 교육권 박탈에 반대해 연설회를 여는 등 인권운동을 해온 파키스탄 소녀 말랄라 유사프자이가 노벨평화상을 받았다. 그런데 정작 파키스탄에서는 말들이 많다.

2012년 10월9일 오후, 파키스탄 북부 스와트밸리의 도시 밍고라. 10대 초반 소녀들로 가득 찬 스쿨버스가 잠시 정차한 사이 총기로 무장한 괴한이 올라왔다. “누가 말랄라지?” 학생들은 얼떨결에 한 소녀를 가리켰다. 순간, 괴한은 소녀를 권총으로 저격하고 도주했다. 이 소녀의 이름은 말랄라 유사프자이(17). 지난 10월10일 발표된 올해의 노벨평화상 수상자다(공동 수상자는 인도의 아동권익 운동가 카일라슈 사티아르티).

당시 15세였던 말랄라는 머리와 목에 치명적인 총상을 입었다. 파키스탄에서 응급치료를 받은 뒤 영국 퀸엘리자베스 병원으로 옮겨져 수차례 위험한 뇌 수술을 받은 끝에 목숨을 건졌다.

어린 나이의 말랄라가 이처럼 총격을 당한 이유는 무엇일까? 이슬람 근본주의 운동 조직인 탈레반의 ‘여성 교육 금지’에 저항했기 때문이다. 말랄라가 살던 스와트밸리가 탈레반에 점령당한 것은 2007년이다. 스와트밸리는 수도 이슬라마바드에서 북서쪽으로 160㎞쯤 떨어져 있다. 이 지역을 점령한 탈레반은 이슬람 율법(샤리아)에 어긋나는 서방 문화를 척결한다는 명분으로 교육기관들을 폐쇄하거나 혹은 폭파해버렸다. 특히 ‘여성의 교육권’을 전면 부정했다. 여학교를 공격해서 학생들을 몰아내고 ‘소녀들을 학교에 보내는 자는 누구를 막론하고 처단한다’는 내용의 칙령을 발표했다. 여성들은 쇼핑은 물론 텔레비전과 음악 청취까지 금지당했다.

이런 가운데 말랄라는 2009년 초부터 가명으로 ‘소녀들도 교육을 받아야 한다’는 내용의 글을 영국 BBC 방송 블로그(파키스탄어 버전)에 올렸다. 일종의 ‘지하 통신’이었다. 어른들도 감히 엄두를 내지 못하는 위험한 일을 소녀가 대신한 것이다. 파키스탄 정부군이 탈레반을 스와트밸리에서 몰아낸 2009년 5월 이후 말랄라는 탈레반의 여성 교육권 박탈에 대해 공개적으로 연설회를 여는 한편 ‘가난한 소녀 학교 보내기’ 등 어린이 인권운동을 전개했다.

그러자 이에 격분한 탈레반이 행동에 나선 것이다. 말랄라를 공격한 괴한은 이슬람 근본주의 운동 조직인 ‘파키스탄 탈레반 운동(TTP)’ 소속이었다. 구사일생으로 살아난 말랄라는 현재 영국에서 학교를 다닌다.

이런 말랄라가 노벨평화상을 수상하게 되자 세계는 소녀에게 찬사를 보냈다. 이슬람 전통이 강한 파키스탄에서도 마찬가지 반응이 나왔다. 나와즈 샤리프 파키스탄 총리는 “말랄라는 파키스탄의 자랑이다. 세계의 소년 소녀들은 그녀의 투쟁과 희생을 따라야 한다”라고 말했다. 니사르 알리 칸 내무장관 등 정부 인사와 샤리프 총리 퇴진 운동을 벌이는 야당 지도자 임란 칸도 말랄라의 용기를 높이 평가하며 축사를 보냈다.

탈레반은 말랄라 수상에 반발하며 ‘살해’ 위협 


그러나 말랄라의 노벨평화상 수상으로 ‘혐오스러운 이슬람 극단주의자’로 다시 주목받게 된 탈레반들은 크게 반발했다. ‘TTP 자마툴 아흐랄(TTP의 강경 분파)’은 수상자 발표 다음 날인 10월11일 공식 트위터를 통해 다시 말랄라를 살해하겠다고 위협했다.

“말랄라는 총과 무력에 반대하는 주장을 많이 한다. 그러나 노벨상을 만든 사람(알프레드 노벨)이 폭발물의 창시자라는 것은 모른단 말인가? …말랄라 같은 자들은 ‘우리가 (서방의) 선전 때문에 목표물을 포기하지 않는다’는 점을 유념해야 할 것이다. 우리는 이미 이슬람의 적들을 겨냥해 날카롭고 빛나는 칼을 준비해두었다.”

탈레반만 말랄라를 비난하는 것이 아니다. 파키스탄 언론들도 그렇다. 세계적으로 대다수 언론들은 말랄라의 노벨평화상 수상 소식을 속보로 긴급 타전했다. 파키스탄 언론만 예외였다. <파키스탄 옵서버>의 타리크 카타크 편집장은 “말랄라는 평범하고 쓸모없는 소녀로, 서구 문화의 판매원 같다”라고 비하했다. 말랄라의 고향, 스와트밸리의 지역 신문에서도 노벨평화상 수상 소식은 단신으로 처리되었을 뿐이다.

한국에서도 출간된 말랄라의 자서전 <나는 말랄라> 역시 푸대접을 받는다. 이 책은, 파키스탄 사립학교 연합에 소속된 4만여 교육기관에서는 금서다. ‘이슬람을 존중하지 않는 내용을 담고 있기 때문’이라고 한다.

음모론도 무성하다. ‘서방세계가 서구적 가치관으로 이슬람 세계를 해체하기 위해 말랄라에게 노벨평화상을 줬다’는 내용이다. 이런 내용을, 파키스탄 청년 수백명이 ‘말랄라 드라마(#MalalaDrama)’라는 해시태그를 사용해 퍼트리고 있다.

한국인이 보기에, 파키스탄인들이 자국인의 노벨상 수상을 고깝게 보는 것이 이상할지도 모른다(사실 한국에서도 이상한 일이 아닐 수 있다. 김대중 전 대통령의 노벨평화상 수상에 반발하는 한국인이 의외로 많았다). 파키스탄인들의 ‘반감’에는 나름의 이유가 있다. 뿌리 깊은 반서구·반미 감정이다. 미국은 2011년 오사마 빈라덴 사살 작전을 펼치는 가운데 파키스탄 정부의 동의도 구하지 않은 채 이 나라 영토로 병력을 투입한 바 있다. 미국이 파키스탄 북서부 지역을 무인기로 공습해서 수많은 민간인이 희생되기도 했다. 파키스탄 유력 일간지 <더 뉴스> 기자 모하마드는 “파키스탄 국민들의 자존심에 치명적 상처를 입힌 사건이었다. 파키스탄인들은 대개 탈레반을 싫어하지만, 미국에 대한 반감이 훨씬 강하다. 말랄라 역시 미국의 꼭두각시쯤으로 여기는 파키스탄인이 많다”라고 말했다.

말랄라의 고향 스와트밸리 밍고라의 주민들은 그녀의 수상 소식에 대체로 긍정적인 반응을 보였다. 과일 노점상을 하는 하크울라 씨(45)는 “말랄라는 우리 집 딸들에 비해 행운아다. 내 딸들은 탈레반 때문에 학교를 포기한 지 오래되었다”라고 말했다. 고등학교에 재학 중인 비비 유시프자이(17)는 “말랄라가 아주 훌륭한 일을 했다. 우리가 얼마나 힘들게 공부하고 있는지 세상에 알려준 것이 고맙다”라며 기뻐했다. 밍고라 시내 중심가에서 식당을 하는 압둘 굴 씨(39)는 “말랄라는 영국에서 공부하고 있으니 앞으로도 영국 사람으로 살 것 같다. 그러나 말랄라 덕분에 스와트밸리가 세계에 좀 더 알려졌으면 좋겠다”라고 말했다.

여론이 둘로 갈린 말랄라의 고향 스와트밸리 


압둘 굴 씨가 스와트밸리의 명성을 세계적으로 떨치고 싶어하는 데는 그만한 이유가 있다. 스와트밸리는 빼어난 자연환경 덕분에 한때 파키스탄의 대표 관광지로 알려졌던 지역이다. ‘파키스탄의 스위스’로 불리기도 했다. 주민들은 관광산업으로 먹고살았다. 그러나 2007년 탈레반이 스와트밸리를 장악한 이래 관광수입은 끊기고 말았다. 정부군이 수복한 2009년 5월 이후에도 마찬가지다. 파키스탄 정부는 스와트밸리의 명성을 되찾기 위해 지역 축제를 거행하기도 했으나 결과는 신통치 않다.

이 지역에 대한 탈레반의 영향력이 여전히 만만치 않기 때문이다. 탈레반은 스와트밸리 산자락 곳곳에 진지를 만들어 활동하고 있다. TTP는 지금도 말랄라에게 보복하겠다고 벼른다. 지역 주민 중 일부도 말랄라에게 매우 적대적이다. 2012년 지역사회 일각에서 밍고라 대학의 이름을 ‘말랄라 대학’으로 바꾸자는 운동이 전개된 바 있다. 이 운동은 학생들의 반대로 좌절되었다. 학생들은 새로운 교명(말랄라 대학)이 새겨진 명판과 통학 버스를 파괴하고 말랄라의 사진을 찢으며 수업을 거부했다.

이번 노벨평화상 수상으로 말랄라는 세계 여성 교육권의 상징이 되었다. 하지만 그녀가 파키스탄으로 귀국해서 조국 여성들의 교육권 회복을 위해 싸울 수 있을지는 불투명하다.

    미 육군이 미래에 충돌할 가능성이 가장 큰 국가로 중국을 꼽았다. 러시아·이란·북한 등과도 부딪칠 가능성이 크다고 봤는데, 일부 언론에서는 이를 두고 '제3차 세계대전 청사진'이라고 보도했다.

    미 육군은 최근 발표한 '육군 작전 개념(AOC): 복잡한 세계에서 승리하기'라는 제목의 보고서에서 미래 갈등 조짐을 몇 가지 유형으로 분류했다. 중국·러시아는 '경쟁 관계 패권국', 이란·북한은 '국지적 강국'으로 꼽았고, 수니파 이슬람 무장세력인 IS 같은 테러 집단(초국가적 테러 집단)과 중남미 마약 카르텔(초국가적 범죄 집단) 등도 위협군으로 분류했다.

    가장 위협적인 국가로 꼽은 중국에 대해 미 육군은 "중국이 한시적이고 강도 높은 역내(域內) 비상사태에 대처하기 위해 포괄적인 군사 현대화 프로그램을 계속 추진하고 있다"며 "일본과의 영토 분쟁, 인도와의 국경 갈등, 필리핀 대만 등에 대한 해양 압박 등을 통해 패권국임을 과시하고 있다"고 말했다. 중국이 우주와 사이버공간에서 미국을 무력화하려는 조짐도 보이고 있다고 지적했다.

    러시아에 대해 미국은 전형적인 군사모험주의 양상을 띠고 있다고 분석했다. 군사모험주의란, 전쟁에서 객관적 조건이나 근거를 무시하고 무모하게 행동하는 경향을 뜻한다.

    '지역 강국'으로 꼽은 이란은 이슬람 세력 내 종파 갈등을 적절히 이용하면서 세력을 키워가고 있다고 미 육군은 분석했다.

    미 육군은 북한을 "군사적 위협국이긴 하지만, 중국의 후원에 의존해 살아가는 실패한 국가"라고 규정했다. 핵무기와 탄도미사일 능력에 대한 우려와 함께 재래식 군사력도 상당한 위협 요소라고 봤다.

    또 미 육군은 "북한은 주요 시설과 무기 등을 지하에 감춰놓고 있다"며 "사이버전과 생화학전까지 가능하기 때문에 동맹인 한국군과 함께 모든 분야에서 대응할 수 있는 총력전 체제를 갖춰야 한다"고 말했다.

    중동발 태풍 ‘IS’ 한국도 영향권?

    외국인이 IS에 들어가 싸우는 까닭은 무엇일까. 9월27일 SNS에 일본인 IS 대원 사진이 올라왔다. 도시샤 대학 신학연구과 교수였다. 일본은 물론 세계가 충격에 휩싸였다. 필리핀, 인도네시아 등 아시아의 움직임도 심상치 않다.

    미국이 시리아와 이라크를 종횡하며 이슬람 극단주의 무장조직인 이슬람국가(IS)에 대한 공습을 이어가고 있다. 그런데 IS에는 세계에 충격을 안기는 인물들이 있다. 바로 ‘외국인 대원’들이다. IS는 상대방의 전투원 및 민간인에 대한 무자비한 도살로 악명 높은 집단이다. 비교적 평화로운 환경에서 성장한 외국인들이 이런 IS에 들어가 싸우는 까닭은 무엇일까?

    지난 9월27일 트위터에 한 중년 아시아 남성이 IS의 상징인 검은색 깃발 앞에서 AK47 소총을 들고 서 있는 사진이 올라왔다. ‘이라크의 지하드(성전)에 관심 있는 대학생’이라고 자신을 소개한 트위터 계정의 주인 알타미니는, 이 아시아 남성이 일본인이며 ‘셰이크 하산 고 나카타’라고 밝혔다. 일본 출신 IS 대원의 존재가 최초로 확인된 것이다.

    더욱 충격적인 사실이 알려졌다. 나카타가 일본에서 꽤 저명한 지식인이라는 점이다. 도쿄 대학 문학부 이슬람학과를 졸업한 나카타는 이집트의 카이로 대학을 거친 뒤 일본의 명문 도시샤(同志社) 대학에서 이슬람 율법 및 중동지역 연구로 박사 학위를 받았다. 현재 도시샤 대학 신학연구과 교수다. 칼리프(이슬람 공동체의 최고 종교 지도자) 연구로 큰 업적을 쌓았으며 코란을 일본어로 번역하기도 했다. 그는 2008년 ‘샤리아(이슬람 율법)와 칼리파 국제 콘퍼런스’를 일본에 유치한 바 있다. 이런 사람이 IS 대원으로 등장했으니 일본 사회가 발칵 뒤집히지 않을 수 없다. 취재 열기가 뜨겁지만 그의 행방은 오리무중이다.

    초미의 관심사는 ‘나카타가 시리아에서 IS 대원으로서 어떤 일을 수행해왔는가’이다. 단서는 페이스북에 있는 나카타의 계정 정도다. 그가 스마트폰으로 찍어서 올린 것으로 보이는 사진들에는 시리아 북부 지역의 풍경이나 IS 깃발 등이 나온다. 시리아에서 모종의 활동을 해온 것은 분명하다. 나카타의 사진을 올린 트위터 계정의 주인 알타미니와 나카타 간의 관계도 알 수 없다. 다만 알타미니는 그에 대해 ‘IS 전투원이라는 소문이 도는 사람’ 정도로 언급했다. 이런저런 정보를 모아보면, ‘나카타가 시리아 내전에 직접 참여했을지도 모른다’는 추측은 가능하다.

    나카타 외에도 여러 일본인이 IS에 합류한 것으로 보인다. 지난달 다모가미 도시오 전 일본 항공자위대 막료장은 자신의 블로그에 “IS에 일본인 9명이 참여하고 있다”라는 내용의 글을 올렸다. 출처는 주일 대사를 지낸 니심 벤 시트리트 이스라엘 외무차관이다.

    필리핀에서는 IS 추종 이슬람 무장 세력인 ‘아부 사야프’가 독일인 2명을 인질로 앞세워 거액의 몸값을 독일 정부에 요구하고 있다. 독일인 인질은 각각 71세와 55세다. 지난 4월 보르네오와 필리핀 남부 해역 사이에서 요트 여행을 즐기다 납치된 것으로 알려졌다. 최근 미국이 공습 대상을 시리아로 확대하자 아부 사야프는 독일 정부에 대한 요구를 업그레이드했다. 몸값 560만 달러(약 59억5000만원)에 “미국의 IS 공습에 대한 지지를 철회하라”는 조건을 덧붙인 것이다. 아부 사야프는 이런 요구 사항들이 받아들여지지 않을 경우, 인질 가운데 1명을 참수할 계획이라고 밝혔다.

    아부 사야프는 필리핀 남부를 중심으로 활동해온 이슬람 무장세력으로 최근 IS 지도자 아부바크르 알바그다디에게 충성을 맹세했다. 이 조직은 폭탄 테러와 납치는 물론 몸값을 받지 못한 인질을 참수하는 등 각종 범죄와 테러로 악명 높다. 익명을 요구한 한 필리핀 기자는 “IS와 아부 사야프의 결합은 아주 심각한 사태다. 가장 잔인한 세력들이 연대했으니 필리핀은 물론 아시아 전체에 엄청난 충격을 가할 수 있다”라고 말했다.

    아부 사야프는 독일인 외에도 네덜란드인과 일본인, 스위스인을 각각 1명씩 인질로 확보하고 있다. 인질을 참수하겠다는 위협도 이어지리라 보인다.

    CIA “IS 반군 중 절반가량이 외국인 대원”

    인구 기준으로 세계 최대 이슬람 국가인 인도네시아 당국도 IS 때문에 바짝 긴장하고 있다. 지난달 인도네시아 테러 진압 부대는 북부의 술라웨시 지역에서 외국인 4명과 내국인 3명으로 구성된 일행을 체포해 수도 자카르타로 이송했다. 술라웨시는 테러리스트의 온상으로 알려진 산악 지역 포소로 가는 길목이다. 체포된 외국인들은 터키 국적으로 위조한 여권을 소지하고 있었다. 경찰은 이들이 IS를 지지하는 국제 지하드(성전) 조직의 일원이라고 밝혔다.

    인도네시아 당국이 주시하는 이슬람 극단주의 조직 중 ‘제마 이슬라미야(JI)’는 IS와 놀라울 정도로 비슷한 이념을 가지고 있다. 이들의 목표는 동남아시아에 이슬람 국가를 세우는 것이다. JI를 이끄는 급진 이슬람 성직자 아부바카르 바시르는 현재 테러 주도 혐의로 수감 중이다. 그러나 옥중에서도 추종자들을 만들어 IS 지지를 전파하고 있다.

    시리아 현지에서 활동하는 인도네시아인도 많다. 자카르타에 본부를 둔 싱크탱크 ‘분쟁정책연구소(IPAC)’에 따르면, 지난 8월 초에는 인도네시아 출신 이슬람 급진 세력들이 말레이시아인들과 합세해 시리아에 ‘IS 말레이 부대’라는 소규모 사이버 부대를 만들었다. IS 말레이 부대의 임무는 사이버 공간에서 신규 전투요원 등을 모집하는 것이다. ‘외국인 대원’들은 주로 이런 경로를 통해 IS로 합류한다.

    현재 시리아에서 활동 중인 인도네시아 출신 IS 대원은 100명 이상으로 추정된다. 이 가운데 3명은 전사했다. 인도네시아 정부는 ‘IS 지하드’에 참전하기 위해 이라크·시리아를 방문한 뒤 귀국한 자국민들이 국내에서 테러 활동을 벌이거나 IS 사상을 전파할 가능성에 주목하고 있다.

    지난 9월29일, 방글라데시 경찰은 영국인 사미움 라만(24)을 IS 무장대원 모집 혐의로 체포했다고 밝혔다. 그는 ‘IS 말레이 부대’의 사이버 광고(전사 모집)를 통해 연결된 젊은이들과 접촉 중이었다.

    말레이시아에서는 IS의 지휘를 받는 테러가 실제로 일어날 뻔했다. 이슬람 극단주의자 19명이 수도 쿠알라룸푸르 인근의 칼스버그 맥주공장을 폭파하려 한 것이다. 이들은 IS에 충성 맹세를 한 뒤 이라크나 시리아로 향할 계획을 세운 것이 아니라 자국 정부를 겨냥한 테러를 준비했다. 말레이시아 경찰은 이들 중 7명을 체포하고 나머지 대원을 쫓고 있다.

    중국 정부는 지난 7월 기자회견에서 “시리아와 이라크 등 중동에는 중국인 IS 대원들이 100명 정도 있는 것으로 파악된다. 이들 중 대부분은 ‘동투르키스탄 이슬람운동(ETIM)’ 출신으로, 극단주의 사상에 세뇌된 이들이 본국으로 돌아올 경우 심각한 안보 위협이 될 수 있다”라고 밝혔다. ETIM은 위구르 독립운동 세력의 한 분파다. 최근 중국 내 위구르인들이 주도한 잇따른 테러 사건의 배후로 알려졌다.

    미국 중앙정보국(CIA)은 이라크와 시리아에서 활동 중인 IS 반군 2만∼3만1500명 가운데 서방국가 출신 외국인 대원이 모두 1만5000명에 이른다고 밝혔다. 새뮤얼 로클리어 미국 태평양군 사령관은 지난달 워싱턴에서 연 기자회견에서 “아태 지역에서도 약 1000명이 무장단체 가입을 시도했던 것으로 추정하고 있다”라고 밝혔다. 필리핀 당국도 자국은 물론 타이·중국·인도네시아·말레이시아 등지에서 IS의 성전에 가담할 ‘테러리스트’를 모집하는 단체들이 점차 증가하는 것으로 추정하고 있다.

    한국인 출신 IS 대원이 있는지는 소문만 무성할 뿐 아직 확인된 바 없다. 그러나 한국과 가까운 아시아 여러 나라들은 이미 IS라는 폭풍의 영향권 내로 빠르게 진입하고 있다.

    KABUL, Afghanistan (AP) — An Afghan police commander opened fire Friday on two Associated Press journalists, killing Pulitzer Prize-winning photographer Anja Niedringhaus and wounding veteran correspondent Kathy Gannon — the first known case of a security insider attacking journalists in Afghanistan.
    The shooting was part of a surge in violence targeting foreigners in the run-up to Saturday's presidential elections, a pivotal moment in Afghanistan's troubled recent history that promises to be the nation's first democratic transfer of power.
    Niedringhaus, 48, who had covered conflict zones from the Balkans in the 1990s to Iraq, Libya and Afghanistan, died instantly of her wounds.
    Gannon, 60, who for many years was the news organization's Afghanistan bureau chief and currently is a special correspondent for the region, was shot three times in the wrists and shoulder. After surgery, she was in stable condition and spoke to medical personnel before being flown to Kabul.
    Niedringhaus and Gannon had worked together repeatedly in Afghanistan since the 2001 U.S.-led invasion, covering the conflict from some of the most dangerous hotspots of the Taliban insurgency. They often focused on the war's impact on Afghan civilians, and they embedded several times with the Afghan police and military, reporting on the Afghan government's determination to build up its often ill-equipped forces to face the fight against militants.
    Gannon, who had sources inside the Taliban leadership, was one of the few Western reporters allowed into Afghanistan during the militant group's rule in the 1990s.
    The two journalists were traveling in a convoy of election workers delivering ballots in the eastern city of Khost, under the protection of Afghan security forces. They were in their own car with a translator and an AP Television News freelancer waiting for the convoy to move after arriving at the heavily guarded security forces base in eastern Afghanistan.
    A unit commander identified by authorities as Naqibullah walked up to the car, yelled "Allahu Akbar" — God is Great — and fired on them in the back seat with his AK-47, said the freelance videographer, who witnessed the attack, which left the rear door of the car riddled with bullet holes. The officer then surrendered to the other police and was arrested.
    While there have been repeated cases in recent years of Afghan police or military personnel opening fire on and killing international troops working with the country's security forces, Friday's attack was the first known insider shooting of journalists.
    Past attacks have been carried out by suspected Taliban infiltrators or Afghans who have come to oppose the foreign presence in the country. At their worst, in 2012, there was an average of nearly one a week, killing more than 60 coalition troops and prompting NATO to reduce joint operations with Afghan forces.
    Taliban spokesman Zabihullah Mujahid denied responsibility for Friday's attack. Khost Provincial Police Chief Faizullah Ghyrat said the 25-year-old attacker confessed to the shooting and told authorities he was from Parwan province, northwest of Kabul, and was acting to avenge the deaths of family members in a NATO bombing there. The claim could not be corroborated and officials said they were still investigating the shooter's background.
    Ghyrat said the police commander told authorities he had seen the journalists, decided to act, and then demanded the assault rifle from one of his subordinates.
    The shooting came on the eve of Afghanistan's elections for a new president and provincial councils. With international combat forces preparing to withdraw by the end of this year, the country is so unstable that the very fact the vote is being held has been touted as one of the few successes in outgoing President Hamid Karzai's tenure.
    The Taliban have vowed to disrupt the vote and have stepped up violence in recent weeks, including increased attacks on civilian targets in Kabul and the killings of a Swedish journalist and an Afghan journalist for the French news agency Agence France-Presse.
    Karzai said in a statement that he "grieved" Niedringhaus' death and wished a quick recovery for Gannon. He also ordered an investigation into the shooting.
    In a memo to staff, AP President Gary Pruitt remembered Niedringhaus as "spirited, intrepid and fearless, with a raucous laugh that we will always remember."
    "Anja is the 32nd AP staffer to give their life in pursuit of the news since AP was founded in 1846," he wrote. "This is a profession of the brave and the passionate, those committed to the mission of bringing to the world information that is fair, accurate and important. Anja Niedringhaus met that definition in every way."
    Niedringhaus joined the AP in 2002, and while based in Geneva worked throughout the Middle East as well as Afghanistan and Pakistan. In 2005, she was part of the AP team that won the Pulitzer Prize for breaking news photography for coverage of Iraq, and was awarded the Courage in Journalism Award from the International Women's Media Foundation, among many journalistic honors. In 2006-07, she studied at Harvard University under a Nieman Fellowship.
    "What the world knows about Iraq, they largely know because of her pictures and the pictures by the photographers she raised and beat into shape," said AP photographer David Guttenfelder. "I know they always ask themselves, 'What would Anja do?' when they go out with their cameras. I think we all do."
    "She truly believed in the need to bear witness," said Santiago Lyon, AP vice president and director of photography.
    Niedringhaus captured what war meant to her subjects: an Afghan boy on a swing holding a toy submachine gun, a black-clad Iraqi giving a bottle to her baby as she waits for prisoners to be released, a U.S. Marine mourning the loss of 31 comrades.
    Others showed life going on among the killing: a Canadian soldier with a sunflower stuck in his helmet, a young girl testing her artificial limbs, while her sister teasingly tries to steal her crutches, a bearded Afghan man and grinning boy listening to music on an iPod borrowed from German soldiers.
    At an exhibit of her work in Berlin in 2011, Niedringhaus said: "Sometimes I feel bad because I can always leave the conflict, go back home to my family where there's no war."
    Niedringhaus started her career as a freelance photographer for a local newspaper in her hometown in Hoexter, Germany, at age 16. She worked for the European Press Photo Agency before joining the AP and had published two books.
    Gannon, a Canadian journalist based in Islamabad, has covered Afghanistan and Pakistan for the AP since the mid-1980s. A former Edward R. Murrow fellow at the Council on Foreign Relations in New York, she is the author of a book on the country, "I Is for Infidel: From Holy War to Holy Terror: 18 Years Inside Afghanistan." She also was awarded the Courage in Journalism Award from the International Women's Media Foundation, in 2002.
    After Friday's attack, Gannon underwent surgery in Khost and was said to be stable. She was then flown to Kabul for further treatment.
    Niedringhaus drew praise Friday from battlefields to the White House. She was honored at a United Nations briefing, and German Chancellor Angela Merkel's spokesman, Steffen Seibert, tweeted condolences. White House spokesman Josh Earnest said she and Gannon were in President Obama's thoughts and prayers.
    In Washington, Pentagon spokesman Col. Steve Warren condemned "this senseless act of violence against these brave professionals covering this important political transition in Afghanistan."
    The Committee to Protect Journalists said the loss of Niedringhaus and the wounding of Gannon "reflect the heightened dangers of reporting from Afghanistan."
    "As pre-election violence mounts, Afghanistan has become a dangerous assignment on par with the height of the Iraq war or the current situation in Syria," said Bob Dietz, CPJ's Asia program coordinator.
    The militants have increasingly been targeting Westerners.
    Nils Horner, a 51-year-old Swedish journalist who had worked for Swedish Radio since 2001 as a foreign correspondent, was killed by a shot in the head as he was reporting on Afghanistan's election in Kabul in early March. An extremist Taliban splinter group later claimed responsibility.
    On March 21, four gunmen opened fire in a crowded restaurant frequented by foreigners in the Serena Hotel in Kabul, killing nine people. Among the dead was Sardar Ahmad, a respected 40-year-old Afghan journalist with AFP. His wife and two of their children also were killed, while their nearly 2-year-old son was badly wounded.

    In 2010, Cambridge professor Nicholas Boyle said "a great event" in the year 2014 would be pivotal in determining whether the 21st Century would bring peace and prosperity or war and poverty.
    With the loss of two Malaysia Airlines flights, the kidnapping of 200 schoolgirls in Nigeria, war in Gaza and Israel, the birth of an "Islamic State" in the Middle East, tensions in Europe over Ukraine and the Ebola outbreak in West Africa, his prediction doesn't seem that far off.
    BBC News takes a look at some of the crises facing world leaders, as Nato members gather in the Welsh city of Newport for a summit.

    Ukraine

    Western leaders have described the Ukraine conflict as the biggest crisis in Europe since the end of the Cold War.

    Tensions erupted when Russia annexed the Black Sea peninsula of Crimea in March. Two months later, pro-Russian gunmen declared independence in the eastern regions of Donetsk and Luhansk.
    Some 2,600 people have been killed in fighting between Ukrainian troops and the separatists since mid-April, according to the UN.
    This does not include the 298 passengers and crew of Malaysian Airlines MH17, which was shot down - probably by rebels, accidentally - in the Donetsk area in July.
    The Ukraine conflict has pushed Nato's relationship with Russia to new lows, with the alliance accusing Russia of sending at least 1,000 troops and hundreds of armoured vehicles into eastern Ukraine.
    The EU and US have already imposed a series of economic sanctions on Moscow for backing Ukraine's separatists.

    Syria

    The Syrian conflict has just entered its 42nd month. Described by the UN as "the biggest humanitarian emergency of our era," almost 50% of all Syrians have been forced to flee their homes because of clashes between government forces and rebel fighters, which include jihadists from Islamic State and al-Nusra Front, an al-Qaeda affiliate.
    This time last year, the US and its allies came very close to launching punitive military air strikes on government positions after a deadly chemical weapons attack killed hundreds of civilians on the outskirts of Damascus.

    But when the UK Parliament voted against intervention, depriving US President Barack Obama of crucial support and sowing doubts among US politicians, the move was quickly quashed.
    A positive outcome of the chemical weapons crisis was the destruction of Syria's chemical weapons stockpile, although there are fears that some weapons remain unaccounted for and may be used by government forces or end up in the hands of extremists.
    President Bashar al-Assad has been gaining the upper hand in the conflict, with the rebels beset by divisions and denied the heavy weapons they need by their foreign backers.
    Questions remain over whether more could have been done to prevent the chaos seen today in the region, with Syrian sectarian tensions spilling into neighbouring Lebanon and Iraq.
    The divisions among Syria's rebels have also created a void that led to the birth of an entity posing a whole new threat to the region: the rise of Islamic State.

    Islamic State

    The Syria conflict has become overshadowed by the rise of the Islamic State (IS) group, which has seized vast swathes of eastern Syria and northern and western Iraq. The militants' emergence has prompted US military intervention in the region once again.
    Formerly known as the Islamic State in Iraq and Levant (Isis), IS has developed a reputation for its brutal tactics. Its mass killings and abductions of members of religious and ethnic minorities, as well as the beheadings of two US journalists, have sparked fear and outrage across the world.
    IS has been an active force in Syria since April 2013. Its size is unclear, but it is thought to include thousands of fighters, many of them foreign jihadists.

    The number of fighters IS has drawn from European countries and the US has shocked many in the West.
    The group's capture of Iraq's second largest city of Mosul in June was due in part to its support from Iraq's Sunni Arab minority community - including tribal militants and former army personnel - who were disillusioned by the exclusionist policies of outgoing Prime Minister Nouri Maliki.
    Iran subsequently dropped its support for Mr Maliki's bid for a third term in office and even suggested working together with the US to counter the threat of IS.

    Militant Islam

    Islamic State is not alone in trying to establish an Islamic caliphate in the world.
    Nigeria's militant Islamist group Boko Haram says it has set up its own caliphate in the areas it controls in the north-east of the country. The group's kidnapping of more than 200 schoolgirls near Chibok, Borno state, in April sparked global outrage.

    It has stepped up its campaign against the Nigerian army in recent weeks, even carrying out cross-border raids into Cameroon.
    Meanwhile, al-Qaeda's affiliates in Yemen and North and East Africa continue to plague governments and national armies there, although they don't always make the headlines these days now that IS has stolen the limelight.
    Islamist militant group al-Shabab continues to control large swathes of territory in rural areas of Somalia and carry out bombings and assassinations in the capital, Mogadishu. It said it was behind last year's dramatic siege of the Westgate mall in the Kenyan capital, killing at least 67 people.

    Afghanistan

    There has been no let up in the intensity of violence and attacks carried out by the Taliban since US-led combat troops started to withdraw from the country.

    The Afghan army has seen a rise in the number of casualties as it increasingly takes over the front line in the battle against militants. The situation is not much better for civilians, with casualties rising 24% in the first half of 2014. The army hopes to secure more funding from Nato leaders to better equip its soldiers.
    Meanwhile, Afghanistan remains embroiled in a political crisis over the disputed presidential election, which would be the country's first democratic transfer of power.
    The UN is in the process of auditing every vote cast after the two rival candidates, Ashraf Ghani and Abdullah Abdullah, both claimed victory. They have publicly agreed to form a national unity government whatever the outcome of the audit.
    Both have committed themselves to signing a security agreement with the US which will allow foreign forces to stay in Afghanistan after 2014.

    Israel-Gaza

    This summer has seen some of thedeadliest violence in years between Israel and Palestinian militants in the Gaza Strip.

    Israel launched a massive military operation on 8 July to halt rocket attacks from Gaza. By the time a long-term ceasefire was brokered by Egypt on 27 August, more than 2,100 Palestinians had been killed, along with 66 Israeli soldiers and seven civilians in Israel. Commentators said there were no clear victors, but for now the truce is holdingand the reconstruction of Gaza - where about 17,000 homes were destroyed or severely damaged, leaving an estimated 100,000 people homeless - can begin.

    Ebola

    World Health Organization (WHO) officials have described the Ebola outbreak in Western Africa as the "largest and most severe and most complex" they have ever seen.
    At the time of writing, more than 1,900 people have died, with some 3,500 confirmed or probable cases in Guinea, Sierra Leone and Liberia. The outbreak has also reached Senegal and Nigeria.
    The speed at which the epidemic isspreading is a real concern for health officials, who say more than 40% of the total deaths occurred in the three weeks leading up to 3 September.
    Experts have warned that many thousands more may be infected.
    The crisis is having knock-on effects elsewhere, with Thai sailors fearful of sailing to the region, which is affecting the supply of the millions of tonnes of rice they usually bring in. Students have also faced school closures in Nigeria.
